Illegal Construction

Report construction work that appears to be happening without permits or in violation of city regulations.

Overview

If you suspect construction is taking place without the required permits or does not comply with city zoning or building regulations, you can submit an Illegal Construction request through 311. Reporting these concerns helps the City investigate unsafe or unauthorized building activity and protect community safety.

When to Submit This Request

Submit a request if:

  • Construction appears to be underway without posted permits

  • A structure appears to have been built or altered without approval

  • Work seems to violate setback, lot use, or zoning requirements

  • Construction activity appears unsafe or inconsistent with normal building standards

Before You Submit

Please note:

  • Not all permitted work will have obvious signage visible from the street

  • Construction-related noise during permitted hours may not be a building code issue

  • If there is an immediate safety hazard or emergency, call 911

  • Photos can help support the investigation, if safely taken from public property

Information Required

When submitting a request, include:

  • 📍 Location

    • Street address or nearest intersection where the construction is occurring

  • 🏗️ Type of Construction

    • Describe the work being done, such as additions, demolition, excavation, or new structures

  • ⚠️ Concern Observed

    • Explain why the work appears unauthorized or unsafe

  • 🕒 Date and Time

    • When the activity was observed

  • 📸 Optional Photo

    • Helpful for identifying the type and extent of the work

What Happens Next

  1. Your request is logged in the system

  2. Bylaw or building compliance staff review the reported details

  3. The property may be inspected to verify permits and compliance

  4. Enforcement action may be taken if violations are confirmed

Expected Timelines

  • Safety-related concerns: may be prioritized for faster review

  • Standard investigations: timelines vary depending on complexity and inspection volume

  • Follow-up actions: may take additional time if multiple departments are involved

Tips for Residents

  • Report what you observed, rather than confronting workers or property owners

  • Include clear details about the type of work and where it is occurring

  • Only take photos from public areas and do not enter private property
