Overview
If you see a domestic animal such as a dog or cat roaming without an owner, appearing lost, or possibly abandoned in a public area, you can submit a Stray Animal request through 311. Reporting stray animals helps Animal Services locate the animal safely and, where possible, reunite it with its owner.
When to Submit This Request
Submit a request if:
A dog or cat is wandering without an owner nearby
A domestic animal appears lost, abandoned, or unattended in a public space
The same animal has been seen roaming repeatedly in the area
The animal appears confused, distressed, or is staying in unsafe locations such as roads or alleys
Before You Submit
Please note:
If the animal is aggressive or threatening, submit an Aggressive Animal request instead
Do not chase or attempt to corner the animal
If safe, note whether the animal has a collar, tags, or identifying features
Photos can be helpful for identification and dispatch, if taken safely

Type of animal, breed if known, size, color, collar, tags, and any distinguishing marks

What Happens Next
Your request is logged in the system
Animal Services reviews the report and location details
The request is assessed based on safety, visibility, and whether the animal remains in the area
An officer may attend to locate and safely recover the animal
If the animal is found, efforts may be made to identify and contact the owner
Expected Timelines
Visible stray in a public area: prioritized based on safety and availability
Repeated sightings: may require follow-up if the animal is mobile or no longer present
Busy periods: response times may vary depending on service volume
Tips for Residents
Observe from a safe distance and avoid startling the animal
Do not put yourself at risk trying to catch the animal
Note whether the animal appears injured, tagged, or accustomed to people
Provide a photo if available to improve identification
